In reality, the vast majority of situations in which people negotiate are not simply one-off transactions, but involve elements of collaboration and co-existence: between buyers and sellers, within families, as managers and staff in an organization, as members of a committee, with our neighbours. In these relationships, we negotiate in order to make things happen now, and with full knowledge that we have an ongoing relationship with the people with whom we are negotiating.
You could describe negotiation as the lubricant of human social interactions, to be viewed as an enabling process. Rather than looking to block, we might rather look to build.
